We uphold any house bill prohibiting sex offenders on parole or probation under the supervision of the Texas Department of Criminal Justice (TDCJ) from having access this service.
NOTE: Upon enrollment, a list of pen-pals will be sent to the inmate to make a choice of who to correspond with.
